City Infrastructure Systems Inc is an Indiana corporation, with the main office in Heltonville, IN. CIS is a provider of water infrastructure construction services with a focus on safety and customer satisfaction. The company was founded in 2009 by Patty & Jay McCullough and Fred & Billie Landstrom.

Mr. Fred "Bud" Landstrom is serving as General Superintendent for CIS with over 30 years of experience in the construction industry. Mr. Landstrom has extensive training in underground utility and heavy construction. Recent projects have included the management of water and wastewater plant construction and renovation, water and ser line installation, and installation of large-scale water supply systems. Additionally, Mr. Landstrom has supervised and trained personnel in the installation of intake structures, maintenance buildings, collector wells, and infiltration galleries throughout the Midwest United States and Switzerland. As Superintendent with CIS, Mr. Landstrom completed a $2.6 million cooling water intake and pump station for East Coast Transit in Virginia. Mr. Landstrom maintains his professional status with both OSHA and MSHA safety compliance as well as specialized training in various pump and design schools.

Jay McCullough serves as Corporate Treasurer and Construction Manager for City Infrastructure Systems. Mr. McCullough has proven his leadership abilities in the successful start-up operation, and sale McCullough Fabricating Inc., a metal fabricating company supplying shipment containers for the auto industry. He has excellent employee management skills, experience in manufacturing quality control, the ability to design and fabricate metal for various finished products, and a good understanding of construction industry safety and methods. As the Construction Manager for CIS, Mr. McCullough is responsible for the daily management of site project schedules and customer relations. He also is instrumental in estimating costs for project bidding and coordinating all phases of the construction process between the CIS main office and Mr. Landstrom at the job site. in his role as Corporate Treasurer, Mr. McCullough oversees the corporate balance sheet and approves corporate budget items.

Jeff Allen, CIS Office Manager, is responsible for daily corporate functions including: company accounts, employee payroll and benefits, company insurance, bonding, and compliance. Mr. Allen also assists Mr. McCullough and Mr. Landstrom with customer projects by providing construction schedules, pay applications, submittal documents, and material procurement. Mr. Allen is a 1983 graduate of DePaul University, Chicago, IL, with a BS in Business Administration and a MBA in Marketing.
